Euscelidius variegatus
This species is listed as Nationally Scarce B though some leafhopper statuses seem quite out of date so I don't know if that really reflects its current status or not.
I found this by sweeping Lucerne. I referred to both the RES key and Biedermann & Niedringhaus to identify it.
