Peripsocus didymus
This was initially identified using the online key but then checked against New. The latter used additional characters of wing length (mine was 2.7mm so a bit on the short side) and clunial comb. I wasn't initially sure which structure this was as under the dissecting microscope the teeth looked like short thick setae, but under the compound microscope I could see they were teeth.
