Terellia tussilaginis

Formerly placed in the genus Cerajocera (now a subgenus of Terellia): the old RES key has it as Cerajocera tussilaginis. Sometimes known as Banded Burdock Fly.

There were at least 10 of these on Burdock.

I retained one for identification in case it proved impossible to resolve them from photos in the field, and I keyed this one using the RES key.

I had seen this species a few times previously. This female was on Hazel.

These were two of three on Burdock. I didn't retain any this time but I think the ID is safe given the appearance and the plant they were on (though I'm always happy to be corrected if need be).
