Issus coleoptratus
A very distinctive planthopper, although similar to the much rarer Issus muscaeformis.
The head-on photo below is the critical one for ruling out muscaeformis. The dark band between the eyes contrasts sharply with the paler vertex above it - which would not be the case on muscaeformis. Also the pale band at the bottom of the frons does not extend to the sides - on muscaeformis it would go all the way across.
